Usually, the first 4 or 5 rows go straight across-after that, there are at least two sets of aisles going to the back of the venue separating out the sections. I'm not certain, but I think FAA is on the left and FCC is on the right, but it's been a whole year (plus a few days) since the last concert I attended there (been to a lot of other concerts at other venues though-I can tell you about any venue in the greater SLC area, as I've been to pretty much all of them)
I have been to many concerts at The E-Center. The whole venue is reserved seating. Seats on the side sections are stadium-style but those on the floor are flat, so if you are short and you have the 8-foot tall man or woman in front of you, you might be out of luck. If you are on an aisle seat or the people next to you haven't shown up yet, you might be able to step over 1-2 feet to the left or right to avoid a tall or big-headed person. If you are forced to sit down for the whole show, peering around people to be able to see Tori might be your only option
You may be able to convince people around you to trade seats if you plead your case to them in just the right way. How that will work out will be totally up to you and a creative imagination 
As far as a meet & greet goes, get there as early as possible, but it's not a gurantee that you will meet her. I think she has a pretty full palette on Thursday. She has offered to give one person a private piano lesson and the radio station that is handling that decided to make it a charity auction. It's for a charity that helps kids in need and the last I heard, it was up to $4500. Paul from Trans-Siberian Orchestra decided he was also going to throw in a full sized keyboard ($8500 value), a leather jacket with a late 1800's gold coin in the pocket and a denim TSO tour jacket to whoever ends up winning the auction.
There is a meet & greet scheduled with the radio station, but you need to win your spot for that. It includes the soundcheck + a handful of songs performed in full for everyone there (probably about 50 people?) You will get to meet her and depending on time, may get an autograph & some photos.
